Alexandra Samuel, Managing Director of the "Dialogue Networks" practice at Angus Reid Consultants, has devised a great matrix that maps organizations across the dimensions of "Technology Culture" and "Engagement Culture" in order to determine which tools would best support their online engagement activities. (You can download a PDF as well.) I'm not sure I'd use precisely the same categories for the organizations I work with, but it's a great framework for thinking about which tools will help organizations the most.
