Alexandra Samuel, Managing Director of the "Dialogue Networks" practice at Angus Reid Consultants, has devised a great matrix that maps organizations across the dimensions of "Technology Culture" and "Engagement Culture" in order to determine which tools would best support their online engagement activities. I'm not sure I'd use precisely the same categories for the organizations I work with, but it's a great framework for thinking about which tools will help organizations the most.
